If Andhra Pradesh Chief Minister YS Rajsekhar Reddy got a massive response from the outlawed Maoists cadres through the State's surrender policy, then why not Orissa Chief Minister Naveen Patnaik.
If one takes a close look on the surrender policy, he or she would found many lacunas in Orissa Government's policy where as neighbouring Andhra Pradesh set an example while attracting more number of Maoists cadres into social mainstream.
On an average three ultras are laying their arms in Orissa, where as in Andhra Pradesh it is 300 per year.
While the maximum reward for surrender of Maoists has gone up to Rs.12 lakh in Andhra Pradesh, in Orissa the reward is up to Rs.20, 000 or less than that.
In Andhra Pradesh the reward for the cadre lowest in the outfit is Rs.20, 000, Rs.5 lakh for Platoon Commander, Rs.10 lakh for State and Central Committee Members. The sum of Rs.12 lakh is for 10-15 leaders heading the Central and Core Committee.
The Government of Orissa in 2006 announced a package for surrender for the Maoists in which it said that if a Maoist surrenders along with arms than he will be rewarded up to Rs.20,000. For one bullet reward is only Rs.10 while for a Grenade the amount is Rs.500.
If he surrenders with a Rocket Launcher than the payment will be Rs. 15,000. AK-47 carries a reward of Rs.10,000. Interestingly the market price of the arms is much more than the reward price announced.
In Orissa the State Committee Chief Sabyasachi Panda alias Sarat is the most wanted Maoist.
But there is no cash reward announced on the head of Sabyasachi.
Andhra Pradesh is moving ahead with the plan to lure the extremists in a big way, where as Orissa is reluctant to make any modification even if there are no takers, feels security experts.
