Social & Human Development in Post Reform Era in Orissa

Orissa is known for its' firm support to economic reforms, privatization and globalisation. It has been witnessing a series of reforms in various sectors of the economy since mid 1991.

The so called reforms, composed of structural adjustments and liberalization policies are more or less based on market approach to development, and therefore, they are likely to have adverse impact on the poor and unemployed.

As the reform period is now more than one and half a decade old, an attempt has been made to analyze the effectiveness of public spending on social sectors viz., education and health in terms of human development indicators in Orissa. Social sector expenditure is supposed to have a bearing on the quality of life of the people.

This study is intended to cover some analytical issues related to growth with social justice and human development in this age of accelerating reforms in Orissa.
