Orissa CM emphasises on ancillary, downstream industries

Bhubaneswar (Orissa) : Orissa is giving maximum emphasis on the development of the Ancillary and Downstream Industries along with the large industrial projects as it has large employment generating capacity Chief Minister Naveen Pattnaik said while inaugurating the one day seminar “Development of Downstream Industries by way of Value addition” here on Friday.

The Chief Minister said a few years back my Government started a strategic initiative to leverage the state’s abundant mineral resources to promote maximum value addition within the state.

The State Industrial Policy Resolution 2007 has been reoriented to facilitate the setting up of mineral based large and mega industries he said adding we have been able to create the right blend through the industrial policy, also the institutional set up in the form of single window and infrastructure support to large and mega industries. Consequently, Orissa has been successful in attracting a large number of investors in diverse sectors such as mining, steel, aluminium, power, cement, petroleum, petro-chemicals and IT.

The report of the Centre for Monitoring Indian Economy (CMIE) places Orissa among the top two States in India in terms of value of total projects under implementation.

According to the World Bank studies, Bhubaneswar is the 3rd favoured place amongst 19 other cities in the country in terms of doing business in India. All these are all indicative of the success of Orissa’s strategy in creating a business environment which is investment friendly.

Today Orissa has emerged as the most attractive investment destination for minerals and metals industry in the country. The large and mega projects in Orissa should form the core industrial activity in Orissa around which further value adding industries should be promoted, he said.

The Chief Minister further expressed Our Government recognizes the importance of Micro, Small and Medium enterprises which play a major role in employment generation. A healthy and vibrant MSME sector creates more employment opportunities and leads to development of local entrepreneurship as well as removal of regional imbalance by promoting industrial activities.

The setting up of large and mega industries, especially in the Steel and Aluminium sector has in turn created new opportunities for processing the metal produced by these value added items. However, to exploit this opportunity, the large industries need to come forward and play the role of catalysts.

It is imperative for the large industries to do a detailed analysis and suggest the kind of products that can be produced by the downstream industries. They should also provide suitable infrastructural support for setting up of new metal based industries.

He said The Industrial Policy Resolution, 2007 of Orissa recognizes ancillary and downstream industries as a thrust sector and provides maximum incentives to such industries.

The Micro, Small and Medium Enterprises Development Policy 2009 also provides additional incentives to Small Scale Industries. However, there is a need to set up suitable industrial estates and parks by the large industries where Small Scale Industries can come and set up their units.

Government and industry have to come together to plan and create such infrastructure at locations such as Jharsuguda, Angul, Rourkela, Sambalpur, Dhenkanal, Kalinganagar, Paradeep, Balasore, Rayagada and other viable locations.

The Chief Minister therefore, urge all the stake-holders present here to work together in a co-ordinated manner in order to plan for the development of metal based value added industries.

The State Government will provide necessary support required to promote ancillary and downstream industries in the State and I invite all of you to be partners in this effort, he said.
