Bhubaneswar( Orissa ): In a major shift to digital governance, Orissa launches e-registration of land in the state on Tuesday.
Inaugurating the e-registration system here on Monday the Chief Minister Naveen Patnaik said It is a major e-Governance initiative to enhance transparency and reliability into citizen centric government services. Through this project, the Revenue Department will ensure delivery of property registration related services in a hassle-free environment.
The Chief Minioster said that the e-Registration will be taken up throughout the State at all the 177 registration offices.
The Registration Process has been re-engineered to make it faster, simpler, accurate and error-free. A deed could be registered in less than an hour. Encumbrance Certificate and certified copies will be made available over the counter. Usage of the Biometric device and other security features will be helpful to authenticate the Executants, Claimants and Identifiers thus reducing the chance of unauthorized resale or double registration. Besides automation of all the 64 types of deeds, the registration offices have been given a modern look by improving the physical set up as well as workflow inside the office.
The Chief Minister further expressed that the new system will have vital checks in sale and purchase involving land belonging to Scheduled Caste and Scheduled Tribes to ensure proper monitoring of land transfer in such cases.
The project is being implemented by Orissa e-Governance Service Limited (OESL) – a Special Purpose Vehicle of the Orissa Computer Application Centre (OCAC) and Infrastructure Leasing & Financial Services (IL&FS).
Dedicated infrastructure and facilities have been created by OESL to effectively manage the project. I am glad to learn that nearly 400 persons have been engaged by OESL for implementation of the Project.
The Chief Minister congratulated the team of IT Department, Revenue & DM Department, OCAC & OESL for their hard work to complete the project in a time bound manner.
After the very successful implementation of the e-Procurement project in the State, the State wide roll out of the e-Registration programme will enhance the confidence level of the citizens in the new delivery process. However, adequate sensitization and reach out exercises should be taken up as an integral part of the roll out so that people come to know about these initiatives and get the intended benefits.
The Revenue Minister Suryanarayan Patra announced slash in the stamp duty from 13% to five per cent of which 3% has been earmarked to beef up the system in the concerned towns and cities.
The state government is pursuing an IT policy aiming at developing a robust and futuristic IT architecture in the state. It has also worked out road maps to provide transparent, accountable and effective governance. The road maps are the state’s first initiatives under the National e-Governance Plan [NeGP] nad have been prepared with assistance from National Institute for Smart Governance [NISG] and Wipro Infotech.
As part of NeGP, the Common Services Centre [CSC] Scheme, Orissa government in the fist phase has targeted to open 4000 CSCs out of 6234 GPs in rural areas and 250 in urban areas. CSC will be the single point shop for delivery of all e-Governance services and will encourage other value added services such as agriculture based information/transactions, banking, insurance, micro-credits, telemedicine, e-education and entertainment.
Information Technology and Science and Technology Minister Ramesh Chandra Majhi said the people will get the documents within 45 minutes. And to get a EC it will take only one minute.
